Vendor Submission Guidelines & Policy
Strict adherence to OPHCD's procurement code is mandatory for all interested vendors and consortia. Proposals are reviewed only once submitted through one of the channels below.
Download the Full Dossier
Examine the Terms of Reference (ToR), scope of work and mandatory qualification criteria from the tender card above. Confirm full compliance before preparing documents.
Submit Formal Clarifications
Send written questions before the clarification cut-off date. All queries and OPHCD's responses are circulated publicly to every registered bidder to guarantee fairness.
Two-Envelope System
Package your submission as two separate sealed envelopes (or password-protected files): Envelope A (Technical Proposal) and Envelope B (Financial Proposal).
Deliver by the Deadline
Deposit sealed bids in the Tender Box at OPHCD Kabul HQ before the closing date and time. OPHCD does not accept proposals through this website — only physical delivery, or email where a specific tender's dossier explicitly allows it.
Any attempt by a bidder to influence the evaluation committee or engage in collusive practices will result in immediate disqualification and debarment across all UN/IATI-funded programmes.
Looking to supply goods or equipment instead?
Requests for Quotation (RFQ) cover goods, medical supplies, fleet and logistics procurement — a simpler quotation process than the RFP dossiers above.
